While minding her son's shop, Mrs Nan Withers was severely beaten by an attacker wielding an iron bar. He was on parole after serving two and a half years for armed robbery. Her son, Mr Norm Withers, organised a petition calling for compensation for victims and tougher penalties for violent crime. It was signed by 307,832 New Zealanders (approximately 252,000 are needed to force a referendum). However, a substantial number of signatures were disallowed. Another 30,000
signatures are now needed before the 7th of
